Requires counties to remove and dispose of personal property as part of maintenance obligations for channels, streambeds, streambanks, and drainageways.

Defines personal property stored in or near waterways for more than 24 continuous hours as abandoned property that may be disposed of by the State or county.

Defines "personal property" as tangible property including items, goods, materials, furniture, equipment, and household items, but excludes vehicles and vessels.

Establishes that personal property shall not be stored in or near channels, streambeds, streambanks, and drainageways.

Effective date: July 1, 3000.
