Repeals the return-to-home pilot program established by Act 94, Session Laws of Hawaii 2023, and establishes a permanent return-to-home program administered by the Statewide Office on Homelessness and Housing Solutions.

Eligible homeless individuals may voluntarily participate if they have proper legal clearance (if on parole/probation), lack financial resources for transportation, have family/support group acceptance, and their family agrees to pay half the transportation cost (or the program covers full cost if family lacks resources).

Each eligible individual may participate in the program only once and must sign an agreement kept on file with the statewide office.

Program shall coordinate with airlines, cruise lines, travel agencies, homeless programs, and the visitor industry; assist participants with travel preparations including obtaining identification, accessing transportation to airport, and ensuring proper hygiene.

Appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027 for one full-time equivalent position and operational costs; requires the statewide office to submit annual reports to the legislature; effective July 1, 2050.
