H.B. 221 Summary

• Requires graduates of the University of Hawaii John A. Burns School of Medicine who paid resident tuition to serve as physicians in Hawaii for at least two consecutive years following completion of medical residency or fellowship.

• Applies to individuals who earned a doctor of medicine degree after January 1, 2029, and must commence service within five years after completing residency or fellowship.

• Graduates who fail to meet the service requirement must reimburse the State for the difference between resident and non-resident tuition fees for each year they paid resident tuition.

• Dean of the school may exempt individuals or extend the five-year commencement deadline due to extenuating circumstances.

• University of Hawaii shall monitor compliance, enforce reimbursement obligations, and submit annual reports to the legislature beginning in 2036 detailing graduate compliance status.
