Establishes a procedure for property owners or authorized agents to request law enforcement assistance to immediately remove unlawful occupants from residential dwellings or premises through submission of a verified complaint form developed by the Attorney General.

Requires law enforcement officers receiving valid complaints to serve notice to vacate and place the owner in possession of the property, with authority to arrest occupants for trespass or other crimes.

Creates the misdemeanor offense of "instigation of wrongful removal" for owners or agents who submit fraudulent complaints or knowingly include false information, with civil remedies including restoration to possession, actual damages, triple fair market rent in statutory damages, court costs, and attorney fees.

Makes unlawful occupants civilly liable for outstanding or unpaid utility bills, fees, or other charges incurred while in possession or control of the dwelling or premises.

Amends criminal property damage law to make it a felony when a person trespassing in or upon a dwelling intentionally or knowingly damages property exceeding $999.
