Amends Hawaii Revised Statutes Section 291C-55 to expand left lane restrictions on roadways with three or more lanes to include motor vehicles towing a vehicle or trailer, in addition to commercial vehicles weighing 10,000 pounds or more.

Prohibits towing vehicles from using the far left lane unless they can maintain traffic speed or are actively overtaking and passing another vehicle.

Exempts vehicles turning or exiting left, public transit vehicles, school buses, and authorized emergency vehicles from the left lane restrictions.

Establishes tiered penalties: unspecified fines for first violation, second violation, and third or subsequent violation within three years, with third violations also requiring attendance at a traffic safety course.

Applies only to counties with a population of 500,000 or more and takes effect July 1, 3000.
