• Amend Hawaii Revised Statutes Section 291C-165(b) to require police officers to send a carbon copy of every traffic citation to the registered vehicle owner by certified or registered mail within five business days of the citation issuance.

• Carbon copy must be mailed to the registered owner's address on file with the vehicle licensing division and postmarked within the five business-day deadline.

• Exceptions apply for unattended vehicles (where citation is affixed to vehicle), illegal HOV lane use (48-hour deadline), and illegal disability parking violations (72-hour deadline).

• If the deadline falls on a weekend or holiday, the deadline extends to the end of the next business day.

• Effective date: July 1, 3000.
