Establishes a child care classroom contracts pilot program requiring the Department of Human Services to contract directly with licensed infant and toddler child care centers and group child care centers by July 1, 2026.

Requires contracts with child care providers serving children six weeks to five years of age whose families are eligible for federally funded child care subsidies, with a minimum of one full classroom per county at each type of center.

Sets contract terms for a minimum of twelve months with potential extensions during the pilot period, and authorizes the department to monitor seat utilization and adjust contracted seats based on enrollment trends and provider performance.

Requires annual interim reports to the legislature by twenty days prior to regular sessions in 2026, 2027, and 2028, and a final report by twenty days prior to the regular session in 2029, covering provider stability, family satisfaction, and any proposed legislation.

Sunsets the pilot program on June 30, 2028.
