Establishes an electric vehicle battery recycling and reuse working group within the Hawaii State Energy Office to develop best management practices and policy recommendations for the legislature.

Working group composition includes the Chief Energy Officer and Director of Health as co-chairpersons, one representative from Honolulu's Department of Environmental Services, and one representative from the Hawaii Natural Energy Institute.

Co-chairpersons shall invite additional members representing electric vehicle manufacturers, automotive repair and recycling industries, battery energy storage, electronic waste recycling, utilities, environmental organizations, and battery recycling companies.

Working group shall submit a report to the legislature no later than twenty days before the 2027 regular session, analyzing reuse opportunities, best practices, in-state versus out-of-state recycling costs and environmental impacts, and feasibility of establishing a battery recycling program.

Working group shall be dissolved on June 30, 2027.
