Repeals the requirement that the Hawaii ABLE Savings Program Trust Fund be used if the director of finance accepts deposits from contributors instead of sending them directly to the ABLE program manager.

Authorizes the director of finance to expend trust fund moneys to provide incentive payments to Hawaii public school ABLE account owners to encourage participation by eligible individuals and families.

Appropriates $50,000 for fiscal years 2025-2026 and 2026-2027 from general revenues to the Hawaii ABLE savings program trust fund.

Appropriates $50,000 for fiscal years 2025-2026 and 2026-2027 from the trust fund to the department of budget and finance for incentive payments to Hawaii public school ABLE account owners.

Appropriates $65,000 for fiscal years 2025-2026 and 2026-2027 from the trust fund to the department of health to fund one full-time position within the state council on developmental disabilities for statewide outreach, advocacy, and relationship management for the program.
