Establishes maximum fees that medical providers may charge when patients' family members, caregivers, or representatives request medical records: $2.00 flat fee for electronically maintained records sent via email, or actual labor and supply costs for other delivery methods; two cents per ten pages plus postage for paper records.

Prohibits medical providers from charging per-page fees, fees for reviewing or searching records, or any other fees not explicitly listed in the bill.

Eliminates postage fees when patients or their representatives pick up paper copies of medical records in person.

Requires medical providers to complete all medical records requests in a timely manner pursuant to federal regulations (45 CFR 164.524(b)).

Establishes penalties of up to $500 for a first violation and up to $1,000 for a second violation of the fee restrictions.
