Requires all departments and agencies collecting receipts from ceded or public land trust land to establish trust holding accounts for the Office of Hawaiian Affairs' portion of those revenues.

Mandates transfer of twenty percent of public land trust receipts to the Office of Hawaiian Affairs for betterment of native Hawaiian conditions, calculated based on the ceded and non-ceded fraction of each parcel by area.

Allows departments to withhold transfers only if federal or state law precludes use of the receipts for native Hawaiian benefit or if transfer would breach pre-existing pledges or revenue bond covenants.

Requires departments to report receipts collected and transferred to the Department of Budget and Finance within ten calendar days of each fiscal quarter close, and to transfer accumulated funds quarterly to the Office of Hawaiian Affairs.

Takes effect July 1, 2025.
