Allows a deceased beneficiary's place on the Department of Hawaiian Home Lands waitlist for residential, agricultural, or pastoral tracts to transfer to a qualified application successor at the discretion of the Hawaiian Homes Commission.

Defines "qualified application successor" as an individual who is at least one-fourth Hawaiian and is a spouse, child, grandchild, sibling, or other specified relative (including parent, nieces, nephews) of the deceased beneficiary.

Amends Section 207 of the Hawaiian Homes Commission Act to authorize leases to qualified application successors in addition to native Hawaiians.

Amends Section 208 to permit qualified application successors to be original lessees and includes them in provisions governing lease conditions, transfers, and mortgages.

Becomes effective July 1, 3000, or upon Secretary of the Interior notification or Congressional approval, whichever occurs first.
