Prohibits operation of gasoline-powered leaf blowers at any time in urban land use districts.

Restricts non-gasoline-powered leaf blowers to 8:00 a.m. to 7:00 p.m. on weekdays and 9:00 a.m. to 7:00 p.m. on Sundays and state/federal holidays in residential zones or within 100 feet of residential zones.

Increases fines for leaf blower violations to $100 for first offense, $250 for second offense, and $500 for each subsequent violation.

Subjects gasoline-powered leaf blowers to forfeiture upon a third violation of the gasoline-powered leaf blower prohibition.

Removes the exemption that previously allowed government entities to operate leaf blowers without restrictions.
