Amends section 184-3.4 of Hawaii Revised Statutes to expand allowable uses of the State Parks Special Fund by the Department of Land and Natural Resources.

Adds "any departmental program aimed at environmental protection" as a new permitted expenditure category from the State Parks Special Fund.

Renumbers the existing provision regarding administrative costs of the Division of State Parks from subsection (5) to subsection (6) to accommodate the new environmental protection category.

Maintains all existing permitted uses of the fund: staff positions, planning and development of state parks programs, construction and facility repairs, and operation and maintenance costs.

Takes effect upon approval.
