Expands School Facilities Authority (SFA) responsibilities to include facilities for prekindergarten, preschool, child care, and early learning programs; workforce housing for educators; and any public school development assigned by the legislature, governor, or board of education.

Allows SFA to use the Department of Education for recruitment, hiring, and retention of exempt employees, architects, engineers, and technical positions for capital improvement projects.

Permits SFA to partner with public and private development agencies to develop prekindergarten, preschool, child care, early learning program facilities, housing, and classrooms.

Appropriates $2,000,000 for fiscal year 2025-2026 for planning and construction of a new middle school in central Maui.

Appropriates $2,000,000 for fiscal year 2025-2026 for planning and construction of a workforce housing project in Mililani.
