Establishes exemption from county permit requirements for repetitive construction projects at facilities controlled by any state department or agency, excluding projects in special flood hazard areas.

Defines "repetitive construction project" as one-for-one replacements, minor renovations, or minor repairs that do not increase plumbing or electrical demand and do not require engagement with external agencies.

Clarifies that construction, renovation, or repair contracts for Department of Education, University of Hawaii, and School Facilities Authority facilities are exempt from county requirements to make related off-site improvements as a condition for permit issuance, except in special flood hazard areas.

Projects remain subject to federal, state, and county floodplain management standards and National Flood Insurance Program compliance requirements.

Effective date: July 1, 3000.
