Establishes a lithium-ion battery recycling working group within the Department of Health to assess recycling methods for small and medium format lithium-ion batteries.

Working group shall assess sources of lithium-ion batteries, estimated quantities in the State, health and environmental threats from improper disposal, and recycling methods.

Working group composition includes the Director of Health (chair), Chief Energy Officer, and invited representatives from battery manufacturing, recycling, waste shipping, extended producer responsibility, and county fire departments.

Working group shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the convening of the regular session.

Act takes effect July 1, 3000.
