Authorizes the Department of Budget and Finance to issue special purpose revenue bonds not to exceed $80,000,000 to assist Hawaii Island Community Health Center (West Hawaii Community Health Center, Inc.) in financing primary care health care facilities on the island of Hawaii.

Funds may be used to purchase or lease land and design, construct, and equip facilities including a 45,000 square feet medical, dental, behavioral health, pharmacy, and specialty care campus in Kailua-Kona.

Additional funded projects include renovating a 10,000 square feet facility in downtown Hilo for women's health, pediatric care, and family medicine; constructing a 10,000 square feet primary care facility in Pahoa for the Puna District; and renovating a 3,600 square feet building in Naalehu in the Kau District to house health care workers.

All facilities and equipment to include information technology equipment and solar panels.

Bond authorization expires June 30, 2030, and refunding bonds may be issued after that date; the Act takes effect July 1, 2025.
