HB 346 Summary

• Adds electric vehicle-ready parking stalls for new affordable housing construction to the existing electric vehicle charging infrastructure rebate program administered by the Public Utilities Commission.

• Provides up to $1,750 rebates for installation of alternating current Level 2 stations in electric vehicle-ready parking stalls, with 50% of total stalls in a project eligible for rebates.

• Defines "affordable housing" as housing affordable to households earning at or below 140% of area median income as determined by the U.S. Department of Housing and Urban Development.

• Defines "electric vehicle-ready" as having full-circuit installation including 208-volt three-phase or 240-volt single-phase power, 40-ampere panel capacity, raceway, wiring, receptacle, and overprotection devices.

• Applies rebate eligibility to electric vehicle-ready parking stalls installed after July 1, 2025, and allows applicants to claim rebates for both charging system installations and parking stall installations in the same taxable year.
