Prohibits lodging establishments from providing personal care products (shampoo, hair conditioner, bath soap) in small plastic containers (6 ounces or less) in sleeping rooms, spaces within sleeping rooms, or public bathrooms.

Compliance deadlines: July 1, 2026 for establishments with more than 50 sleeping room accommodations; January 1, 2028 for establishments with 50 or fewer accommodations.

Allows lodging establishments to use bulk dispensers or provide non-plastic packaged personal care products upon request at locations outside sleeping rooms and bathrooms.

Establishes civil penalties: $500 for first violation and $2,000 for second or subsequent violations; each day of continued violation constitutes a separate offense.

Attorney General may bring enforcement actions in environmental court; department may adopt rules to implement the law; counties may enact more stringent ordinances.
