Hawaii State Energy Office must conduct a statewide environmental assessment for a slim-hole resource characterization program to identify geothermal and carbon sequestration resources across the State.

Slim-hole bores are defined as having a diameter of seven inches or less for over ninety percent of the bore depth, and are used for scientific resource identification.

Hawaii State Energy Office shall engage with counties and nearby communities, including civic organizations, before and during the environmental assessment and program to address community needs, priorities, and concerns.

Hawaii State Energy Office shall submit a progress report to the legislature two years after the program commences and a final report upon conclusion, with findings made available to the public in accessible formats including mapping software.

Appropriations from the energy security special fund and general revenues are authorized for fiscal years 2025-2026 and 2026-2027, including funding for one full-time equivalent permanent position to support program activities.
