Establishes bag limits for three herbivorous fish species in state waters around Oahu: kala (2 per day), nenue (4 per day), and uhu/parrotfish (1 per day), with an exception prohibiting take of spectacled parrotfish entirely.

Exempts commercial fishing permittees and dealers operating under specified Hawaii Administrative Rules from the bag limit restrictions.

Requires the Division of Aquatic Resources to conduct population assessments of kala, nenue, and uhu every two years and submit findings and recommendations to the legislature no later than twenty days before the start of each regular legislative session.

Effective July 1, 2025, and sunsets June 30, 2035 (10-year duration).

Enacted to enhance coral reef resilience on Oahu by protecting herbivorous fish populations that crop seaweeds that would otherwise smother corals and prevent recovery from bleaching events.
