Extends cat owner liability to include damage to property and harm to animals, matching existing liability requirements for dog owners under Hawaii Revised Statutes Section 142-74.

Makes cat owners liable for civil damages when their cats injure, maim, or destroy animals belonging to others, threatened or endangered species, or native birds protected by the Migratory Bird Treaty Act of 1918.

Defines "owner" as any person who owns, keeps, feeds, or harbors a dog or cat for purposes of liability and county ordinance enforcement.

Prohibits individuals from releasing, feeding, watering, or otherwise caring for unrestrained predators on state lands under Department of Land and Natural Resources jurisdiction, with administrative fines of $100 for first violation, $500 for second violation, and $1,000 for third or subsequent violations.

Exempts hunters deploying unrestrained dogs during hunting activities and individuals operating under department-permitted predator trapping and removal programs from the prohibition on caring for unrestrained predators on state lands.
