Adds exemption to Hawaii's sun screening device restrictions for motor vehicle owners with light sensitivity of the eyes or skin due to a medical condition documented by a physician licensed under chapter 453, with documentation to be updated every two years.

Allows affected vehicles to use sun screening devices with light transmittance of no less than 20 percent, which is lower than the standard 25 percent requirement for other permitted devices.

Requires that any side wing vents and side rear windows with tinting exceeding permitted levels must be rolled down when the vehicle is stopped by a law enforcement officer at a traffic stop.

Makes various grammatical corrections to section 291-21.5, HRS, including replacing "which" with "that" and correcting "moulding" to "molding" throughout the statute.

Takes effect July 1, 3000 (note: effective date appears to contain typographical error).
