Amends Section 11-364, Hawaii Revised Statutes to modify excess campaign contribution handling procedures.

Adds Section 11-351 to the list of contribution limit sections that trigger a 30-day return requirement for excess contributions received by candidates, candidate committees, or noncandidate committees.

Specifies that excess contributions not returned within 30 days (or 30 days after the election period for contributions exceeding limits under Section 11-362) shall escheat to the Hawaii election campaign fund.

Takes effect on July 1, 2050.
