Expands the definition of "immediate family" in campaign finance law to apply broadly to any candidate's relatives (spouse, children, parents, grandparents, siblings) and their spouses/reciprocal beneficiaries, removing candidate-specific language.

Prohibits state or county contractors, grantees, and officers or immediate family members of such contractors or grantees from making political contributions during the contract period from execution through completion.

Requires unlawful contributions received by candidates or committees to be returned within 30 calendar days or the funds will be transferred to the Hawaii Election Campaign Fund.

Mandates state or county contractors and grantees disclose names of officers and immediate adult family members at contract execution; applies to procurements over $100,000 for goods/services or $250,000 for construction.

Takes effect July 1, 3000.
