Amends Hawaii Revised Statutes Section 11-357 to add a prohibition on state senators and state representatives soliciting or accepting campaign contributions during any regular or special legislative session, including extensions, recesses, holidays, and weekends.

Maintains existing contribution limits: $2,000 per election period for two-year offices, $4,000 for four-year nonstatewide offices, and $6,000 for four-year statewide offices.

Applies the solicitation and acceptance prohibition during all legislative sessions and session-related periods, regardless of whether the legislature is formally in session.

Takes effect upon approval with no retroactive application to rights, duties, penalties, or proceedings that occurred before the effective date.
