Amends Act 45, Session Laws of Hawaii 2024, by removing the sunset provision that would have repealed authorization for counties to develop, construct, finance, refinance, or provide mixed-use developments on June 30, 2028.

Preserves amendments to section 46-15.1, Hawaii Revised Statutes, regarding mixed-use development authority when that section is reenacted on July 1, 2030 and July 1, 2031 pursuant to existing sunset provisions in Acts 141, 98, and 31.

Maintains counties' ongoing authority to use bond proceeds expended after December 31, 2023 for mixed-use development projects without a specified termination date.

Effective July 1, 3000.
