Amends Section 201H-31 of Hawaii Revised Statutes to require the Hawaii Housing Finance and Development Corporation (HHFDC) to consider eight specific preferential factors when allocating housing assistance, including applicant household income, age, disabilities, housing standards, displacement due to government actions, proximity to employment, and state or county employee status.

Allows households with incomes up to 20 percent greater than the income threshold used to set maximum sales prices to qualify for affordable housing unit purchases.

Requires HHFDC to establish a preference ranking system, select applicants by application date within similarly-ranked pools, and validate preference status before occupancy of affordable units.

Authorizes HHFDC to establish additional eligibility criteria through administrative rules.

Effective July 1, 3000.
