Accelerates deadline for 13,821 priority level 1 cesspools to be upgraded, converted, or connected to approved wastewater systems by January 1, 2035, with exceptions for cesspools on recreational residence leases in Kokee and Waimea Canyon State Parks on Kauai (deadline extended to January 1, 2040).

Accelerates deadline for 12,367 priority level 2 cesspools to be upgraded, converted, or connected to approved wastewater systems by January 1, 2040.

Allows director to grant exemptions from requirements based on legitimate reasons including small lot size, steep topography, poor soils, accessibility issues, or planned sewerage upgrades to an area.

Permits department to grant extensions of up to five years based on demonstrated financial inability to pay for cesspool upgrades, conversions, or connections.

Prohibits penalties or liens on real property for violations and prohibits seizure of real property for violations of this section.
