Adjusts procurement thresholds for small purchases under Hawaii Revised Statutes Section 103D-305 to account for inflation, with specific dollar amounts to be determined (thresholds were last adjusted in 1997).

Amends subsection (a) to increase the threshold for goods or services procurements and construction procurements that qualify as small purchases.

Amends subsection (c) to adjust the range for small purchase procedures, increasing both the lower and upper dollar thresholds (previously $25,000 to less than $250,000).

Amends Section 103D-310(c) to adjust the dollar threshold for procuring officer verification of compliance with state business laws for contracts awarded under small purchase procedures (previously $2,500 or more).

Takes effect on July 1, 3000.
