HB 384 Summary

• Increases penalty for promoting minor-produced sexual images from misdemeanor to class C felony when the offender is three or more years older than the minor; remains misdemeanor if offender is less than three years older.

• Extends statute of limitations for felony obscenity offenses (chapters 707 parts V-VI and chapter 712 parts I-II) to continue tolling while victim is alive and under eighteen years old.

• Extends probation period to five years for class B or C felony convictions under obscenity laws (chapter 712 parts I-II) and certain sexual offense statutes, compared to four years for other felonies.

• Adds promoting minor-produced sexual images in the first degree (section 712-1215.5(3)) to the definition of "sexual offense" requiring sex offender registration.

• Effective July 1, 3000, with amendments to probation provisions surviving the scheduled reenactment of section 706-623 on June 30, 2026.
