Adds fentanyl to the list of drugs subject to first-degree promotion charges when possessed in quantities of one ounce or more, alongside methamphetamine, heroin, morphine, and cocaine.

Adds fentanyl to the list of drugs subject to second-degree promotion charges when possessed in quantities of one-eighth ounce or more, conforming its threshold to methamphetamine, heroin, morphine, and cocaine.

Applies the same possession offense thresholds to fentanyl as existing law applies to methamphetamine, heroin, morphine, and cocaine for distribution offenses.

Does not affect legal rights, penalties, or proceedings that occurred before the Act's effective date.

Takes effect upon approval.
