Increases hourly compensation for attorneys licensed to practice law in Hawaii from $90 to $150 per hour for both in-court and out-of-court services in family court proceedings.

Increases hourly compensation for non-attorney personnel from $60 to $122 per hour for all in-court and out-of-court services.

Raises maximum allowable fees for cases under chapters 346 part X and 587A from $3,000 to $5,500 for predisposition proceedings and from $1,000 to $2,000 for postdisposition review hearings.

Raises maximum allowable fees for cases under chapters 560, 571, 580, and 584 from $3,000 to $5,500 per case.

Permits courts to approve payments exceeding maximum fees when extraordinary circumstances are certified by the administrative judge.
