Reduces the deadline for mail-in voter registration from 30 days to 10 days prior to a primary or general election.

Removes obsolete language from Hawaii Revised Statutes Section 11-16 regarding requests for permanent absentee ballots on voter registration forms.

Updates Section 15D-6 to align the deadline for covered voters using federal write-in absentee ballots to register simultaneously from 30 days to 10 days prior to election.

Maintains all other voter registration requirements and methods, including registration through community groups, political parties, and driver's license application processes.

Takes effect upon approval.
