Reduces the size of island burial councils from nine to seven members (Molokai council reduced from five to five members, unchanged).

Removes the requirement for island burial councils to include representatives having development and large property owner interests.

Specifies that all remaining council members must be regional representatives selected based on their understanding of Native Hawaiian culture, history, burial beliefs, customs, and practices.

Requires that at least two regional representatives on each council be appointed from a list of nominees submitted by the Office of Hawaiian Affairs.

Removes references to development and large landowner interests from the department's rule-making consultation process under Section 6E-43.5.
