• Defines "session" to mean a period in which both legislative houses are in session, clarifying when lobbyist contribution prohibitions apply during regular sessions, special sessions, extensions, recesses, holidays, weekends, and for five calendar days before and after a session.

• Directs that any prohibited contributions shall escheat to the Hawaii election campaign fund as directed by the campaign spending commission.
