Repeals section 46-19.8, Hawaii Revised Statutes, on June 30, 2025, which currently prohibits counties from requiring installation or retrofitting of automatic fire sprinklers in detached residential one- and two-family dwelling units and nonresidential agricultural buildings outside urban areas.

Allows individual counties to adopt fire codes requiring residential fire sprinklers, recognizing unique local challenges including population density, infrastructure, and fire protection resources.

Aligns with 2024 state residential code adoption by the state building code council, which requires automatic sprinkler systems in newly constructed residential dwelling units.

Supports fire survivability by enabling measures that national building codes have required since 2009 and that reduce fire losses by eighty percent and significantly decrease property damage.

Takes effect on June 29, 2025, accelerating the sunset date from the previously scheduled June 30, 2027.
