Amends section 201H-38, Hawaii Revised Statutes to exempt state-financed housing projects within urban land use districts from requiring county council approval, provided they have received a financing commitment from the State.

Allows county planning directors to reject permit applications within 30 days of receiving preliminary plans and specifications if the project lacks necessary infrastructure within an urban land use district with State financing.

Retains existing requirements that housing projects must meet health and safety standards, comply with utility commission standards, and obtain Land Use Commission approval or deemed approval.

Maintains condition that projects without State financing within urban land use districts must still obtain county legislative body approval within 45 days or receive deemed approval.

Effective date set for July 1, 3000 with no retroactive effect on previously matured rights, penalties, or proceedings.
