Establishes a working group to revise the State's Qualified Allocation Plan and improve allocation of federal and state low-income housing tax credits to projects meeting Hawaii's housing needs.

Working group shall also make recommendations to revise the prioritization of the Rental Housing Revolving Fund and the terms of loans made from the fund for low-income and mixed-income rental housing projects.

Working group membership includes the executive director of the Hawaii Housing Finance and Development Corporation (as chairperson), the executive director of the Hawaii Public Housing Authority, the chairpersons of the senate and house standing committees on housing, and relevant stakeholders.

Working group members shall serve without compensation but be reimbursed for necessary expenses, and shall not be subject to Hawaii Revised Statutes chapter 84 solely due to their participation.

Working group shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2026 regular session and shall be dissolved on June 30, 2026.
