Reduces the review period for county legislative bodies to approve, approve with modification, or disapprove housing development projects exempt under section 201H-38, HRS, from 45 days to 30 days.

Projects are deemed approved by the legislative body if not disapproved by the 31st day (previously the 46th day) after the corporation submits preliminary plans and specifications.

Maintains existing exemptions for housing projects from planning, zoning, construction standards, and land development requirements that meet specified conditions.

Effective upon approval.
