Removes the restriction prohibiting owner-builders from leasing residential or farm structures built under an owner-builder exemption, allowing them to lease properties they own or lease if not offered for sale.

Requires owner-builders leasing a property to provide signed written notice to tenants stating the structure was built or improved by an unlicensed individual.

Maintains existing requirements that owner-builders supervise construction, hire licensed subcontractors for required work, comply with building codes, provide workers' compensation for unlicensed workers, and maintain construction records for three years.

Retains the one-year presumption that sale of a structure within one year of completion indicates it was built for sale (a violation), with exceptions for sales to employees, projects under $10,000, and eligible unforeseen hardships.

Becomes effective July 1, 3000.
