Creates a new chapter in Hawaii Revised Statutes establishing registration and regulation of doulas through the Department of Commerce and Consumer Affairs.

Requires any person providing doula services for compensation or advertising themselves as a certified doula to register with the director and pay applicable fees.

Defines "certified doula" as an individual certified by DONA International, Childbirth International, Childbirth and Postpartum Professional Association, International Childbirth Education Association, or a director-approved organization.

Grants certified doulas the right to be present during a client's labor, childbirth, delivery, and recovery if requested by the client and subject to facility rules, laws, and safety requirements.

Exempts family members and those providing uncompensated support from registration requirements, provided they do not advertise or represent themselves as certified doulas; effective January 1, 2026.
