• Establishes three classes of electric bicycles (Class 1, 2, and 3) based on motor assistance speed and capabilities, with maximum motor power of less than 750 watts.

• Requires manufacturers to permanently affix labels showing classification number, top assisted speed, and motor wattage; distributors must provide point-of-sale signage and informational pamphlets about electric bicycle regulations.

• Prohibits operation of Class 3 electric bicycles by persons under 15 years old; Class 1 and Class 2 may be operated by anyone regardless of age; requires speedometers on all Class 3 electric bicycles and helmets for all Class 3 operators and passengers.

• Defines "electric micro mobility device" as devices weighing no more than 75 pounds used for personal transportation (such as one-wheels and skateboards), excluding electric bicycles and scooters, and applies electric foot scooter regulations to these devices.
