Adds processing of value-added agricultural products grown within an enterprise zone as an eligible business activity under the enterprise zone program.

Includes provision of professional services by health care professionals in health care related sectors (including home health care agencies, specialized care practices, and health coaching) as an eligible business activity.

Defines "tangible personal property" as property that can be touched or felt and relocated, excluding electricity, real property, and intellectual property.

Maintains prohibition on medical cannabis dispensary activities from qualifying as eligible business activities under the enterprise zone program.
