Requires the Department of Business, Economic Development, and Tourism (DBEDT) to establish an out-of-state office in the Republic of the Philippines under authority of Hawaii Revised Statutes section 201-81.

Appropriates funds for fiscal years 2025-2026 and 2026-2027 (specific dollar amount not filled in) for DBEDT to establish and operate the Philippines office.

Establishes the office to strengthen economic ties between Hawaii and the Philippines, support small business development, expand trade opportunities, and promote cultural exchanges leveraging Hawaii's Filipino community (approximately 25% of the state's population).

Takes effect on July 1, 2050.
