Establishes the Aerospace and Aeronautics Development Program within the Department of Business, Economic Development, and Tourism, with a director nominated and appointed by the governor.

Director shall oversee space-related activities and promote expansion of aerospace industries including applied optics, astronomy, aviation, dual-use technology, environmental monitoring, meteorology, remote sensing, robotics, drones, satellite communications, and commercial space launch.

Director responsibilities include forging partnerships between University of Hawaii and businesses, facilitating technology transfer, maintaining contact with NASA and federal agencies, and serving as central point of contact for aerospace-related inquiries.

Prohibits the program from authorizing or facilitating launch of any space vehicle carrying weapons of destruction, nuclear waste materials, or using radioactive materials as a power source.

Appropriates unspecified funds from general revenues for fiscal years 2025-2026 and 2026-2027 to establish and operate the program, effective July 1, 2025.
