HB 456 Summary

• Allows raw milk producers with no more than 10 milk-bearing animals to directly distribute raw milk, raw milk products, and raw milk dairy products to consumers for human consumption, effective July 1, 2026.

• Requires raw milk producers to conduct monthly bacterial testing (coliform count and standard plate count) with limits of 10 cfu/mL and 25,000 cfu/mL respectively, and retain records for 3 years.

• Mandates annual veterinary examinations of all milk-bearing animals including blood tests, and prohibits milk sale during antibiotic treatment waiting periods prescribed by manufacturers.

• Requires all raw milk containers to bear warning labels stating the product is not subject to state inspection and may contain harmful bacteria.

• Authorizes sale of raw goat milk for pet consumption only, and requires the Board of Agriculture and Department of Health to adopt implementing rules by July 1, 2026.
