Requires the Director of Human Resources Development to develop and implement a comprehensive Commuting Choice Benefit Program for all state employees regardless of transportation mode, in consultation with the Hawaii Climate Change Mitigation and Adaptation Commission, Hawaii State Energy Office, and Department of Accounting and General Services.

Mandates each state department and agency establish volunteer employee transportation coordinators at each worksite to distribute educational materials and encourage participation in the commuting choice benefit program.

Requires offering fully subsidized public transit and bikeshare passes as benefit options to all state employees, integrated into state employee badges and existing transit pass badging programs.

Directs the development of a parking opt-out program allowing state employees to decline a parking stall in exchange for a financial incentive.

Appropriates unspecified funding for fiscal years 2025-2026 and 2026-2027 for program development and unspecified full-time equivalent positions within the Department of Human Resources Development and Oahu Metropolitan Planning Organization; requires a progress report to the legislature no later than 40 days before the 2026 regular session.
