Prohibits retailers from using dynamic pricing on food items that are sold or qualify to be sold under the federal Supplemental Nutrition Assistance Program (SNAP) or Special Supplemental Foods Program for Women, Infants, and Children (WIC).

Defines dynamic pricing as fluctuating prices based on demand, season, consumer data, or other factors including artificial intelligence-enabled pricing adjustments.

Establishes civil fines of up to $5,000 per item per day for violations, with each day of continued violation constituting a separate offense, enforceable by the Hawaii Attorney General.

Establishes administrative fines of up to $500 for first offenses and up to $1,000 for subsequent offenses plus investigation costs, enforceable by the Director of Commerce and Consumer Affairs.

Takes effect upon approval.
